CalTRUST is governed by a Board of Trustees, all of whom are experienced local agency finance professionals, members of the governing body or officers or personnel of public agencies, which are members of the CalTRUST JPA.
The Board of Trustees is responsible for setting overall policies and procedures for the Trust and for hiring and supervising the activities of the Administrator, Investment Advisor, Custodian, Legal Counsel, and other agents of the Trust. Trustee meetings are held on a bi-annual basis at various locations around the State and are open to the public.

CalTRUST Trustee since April 2006. President of GTS Financial Services and past Chairman of the Board of the Planners Network. Currently the President of the Board of Directors of the West Valley Vector Control District. Responsible for writing the investment policies of both the City of Chino and the Water Facilities Authority. Served on the Chino City Council for 17 years and was chairman of the investment committee during that time. Also served on the Board of Directors of the Water Facilities Authority for 14 years and was chairman of its finance committee over that period of time as well. - Rod Dole, Trustee
Mr. Dole was the elected Auditor-Controller-Treasurer-Tax Collector of Sonoma County until his retirement in May 2011. There he was responsible for the County's $1.5 billion dollar short term pooled portfolio and was a Trustee of the Sonoma County Employee Retirement Fund, which totals $1.4 billion. Prior to being elected Auditor-Controller-Treasurer-Tax Collector, Mr. Dole served as the elected Auditor-Controller for 20 years. He is a member of the State Controller's Statewide Accounting Standards Committee and Advisory Committee on Property Taxes, and of the County Auditors Committee on Accounting Standards & Procedures. He has served as president of the State Association of County Auditor-Controllers. He holds a BS in Business administration with major study in accounting from California State University, Hayward.

Previous positions in the Riverside County Treasurer’s Office include Assistant Investment Officer, Chief Deputy Treasurer-Tax Collector, Assistant Treasurer, and Assistant Treasurer-Tax Collector. Prior to the County, financial services industry as a licensed investment executive with PaineWebber Inc. Currently serves as a member of the County’s Investment Oversight Committee, Pension Advisory Review Committee and Deferred Compensation Committee. Prior to the City, served 23 years in K-14 school business management, most recently as the Associate Superintendent / Chief Business Officer for the Fremont Union High School District in the heart of Silicon Valley, and before that as the Director of Fiscal Services / Controller for the San Jose / Evergreen Community College District. - Brian Mayhew, Trustee
Brian Mayhew joined the Metropolitan Transportation Commission (MTC) as Chief Financial Officer in October 1999. As CFO, Mr. Mayhew manages all accounting, treasury, and financial functions, including debt issuance and management for MTC, MTC Service Authority for Freeways and Expressways (SAFE), and the Bay Area Toll Authority (BATA).Mr. Mayhew is responsible for a debt portfolio of $8.5 billion, swap portfolio of $1.9 billion, with assets under management of $4.5 billion. Prior to working at MTC, Mr. Mayhew spent ten years as Finance Director for the City of Westminster, California and served for five years in Mountain View, California as Revenue Officer. Mr. Mayhew holds Bachelor’s and Master’s degrees from the University of California at Santa Barbara, along with multiple certifications in accounting, payroll, purchasing, cash and debt management. Mr. Mayhew is active in both state and national professional associations and has served on the Issuer Advisory Committee of the MSRB.

- Russell "Rusty" Watts, Trustee
Mr. Watts is the Treasurer – Tax Collector of Contra Costa County. His treasury management extends over 15 years at the county government level, eight of which have been with Contra Costa County. For over five years he has had the direct responsibility for running an investment pool. Mr. Watts has sat on the Contra Costa County treasury oversight committee since 2003. The last several years Standard & Poor’s has rated Contra Costa’s pool AAAf/S1+ for its conservative approach and adherence to government regulations and best practices. Mr. Watts is a member for the California Association of County Treasurers & Tax Collectors and the Government Finance Officers Association.

- Mary Zeeb, Trustee
Ms. Zeeb was elected Monterey County Treasurer-Tax Collector in November 2010. She has served Monterey County since 1987 in positions of increasing responsibility including 12 years as Assistant Treasurer-Tax Collector. As the Treasurer-Tax Collector, she is responsible for collecting more than $636 million in taxes annually. In addition, her office manages the investment of approximately $1.1 billion on behalf of the 27 school districts, 126 specials districts and taxpayers of the county. She also oversees the collection of delinquent Court criminal and traffic fines and fees resulting in approximately $12 million annually. Ms. Zeeb belongs to numerous professional organizations including the California Association of County Treasurers and Tax Collectors, Association of Governmental Accountants, Government Finance Officers Association, and the International Council of Airshows.
